Bowling quota investigation reveals no breaches

An investigation into possible breaches of the new reduced bowling quotas in rain-delayed games has confirmed that the rule was applied correctly last weekend.

Concerns were raised when last week's match report sheets appeared to indicate that a number of bowlers might have broken the regulation.

Eight matches were under scrutiny by JCT 600 Bradford League Chief Executive Bob Shackleton and Umpires Association chairman Glyn Pearson.

They studied both the results sheets which appeared to throw up the anomalies and the new Umpires' Report Cards which detail all the match timings.

Under the new ruling the number of overs a bowler can bowl is reduced in a match where there is a delayed start. The quota is set at the start of the game and isn't altered even if there is a subsequent loss of overs.

For example if a match starts 18 minutes late and a total of six overs are lost from the game, bowlers can still bowl up to 15 overs each, even if the game is subsequently reduced right down to the minimum length for a game of 25 overs a side.

All of the matches investigated started as longer games and the subsequent equalisation of the overs to say a 34 overs a side contest was the result of the actions of the respective captains and not because that length of game had been specified as that at the outset.

Chief Executive Bob Shackleton said: "We went through every match extremely carefully. The Umpires' Report Cards were crucial and provided us with the information we required. We are pleased to say that the rule was applied correctly in all instances."

Chairman Graham Reid told Thursday's Management Board Meeting; "It is pleasing to learn that the umpires have ensured that this rule was properly applied. It is also important that the games causing some concern were thoroughly investigated."
